The US&R Full-Scale Exercise (FSE) Program is designed for Type 1 and 3 task forces, strike teams, heavy and light structural collapse teams, and other emergency response teams that require full-scale scenarios to test their response capabilities. TEEX US&R provides yearly operational readiness exercises for Texas Task Force One and other regional US&R teams from around the state of Texas. Additionally, TEEX US&R provides full-scale exercises for international and Department of Defense teams based on their specific requirements.

TEEX US&R and Disaster City® provide full-scale exercise scenarios to test and evaluate a team based on their required goals. Each exercise provides the teams with scenarios designed to prepare them to successfully respond to various types of incidents, including a structural collapse, natural disaster, or chemical, biological, radiological, nuclear, or explosive (CBRNE) incident.

Each scenario is designed using objectives provided by the contracting jurisdiction. FSE’s are designed around current revisions to the National Response Framework and National Incident Management Systems (NIMS). All FSE’s require jurisdictions to follow all NIMS principles and the Incident Command System (ICS).

US&R FSE’s are specifically designed to meet a jurisdiction’s mission to accomplish specific requirements on the Target Capabilities List (TCL) and the Universal Task List (UTL), as well as meeting requirements of the appropriate National Planning Scenarios and National Preparedness Goal priorities.

US&R Full-Scale Exercise (FSE) Program:

  • National Planning Scenario Based FSE – These FSE’s are designed to provide teams with the basic problems and challenges described in the National Planning Scenarios. TEEX US&R will build the scenarios based on input from the jurisdiction, including threat and risk assessments, local hazards, and historical incidents.

    • Scenario 1: Nuclear Attack - 10-kiloton Improvised Nuclear Device
    • Scenario 2: Biological Attack – Aerosol Anthrax
    • Scenario 4: Biological Attack – Plague
    • Scenario 5: Chemical Attack – Blister Agent
    • Scenario 6: Chemical Attack – Toxic Industrial Chemicals
    • Scenario 7: Chemical Attack – Nerve Agent
    • Scenario 8: Chemical Attack – Chlorine Tank Explosion
    • Scenario 9: Natural Disaster – Earthquake
    • Scenario 10: Natural Disaster – Major Hurricane
    • Scenario 11: Radiological Attack – Radiological Dispersal Device
    • Scenario 12: Explosive Attack – Bombing Using Improvised Explosive Device

  • WMD-Civil Support Team FSE – These FSE’s are designed to provide Weapons of Mass Destruction – Civil Support Teams with specifically designed operational readiness exercises and scenarios.

  • National Guard CERFP FSE – These FSE’s are designed to provide National Guard CERFP teams with specifically designed operational readiness exercises and scenarios.

  • National Institute for Science & Technology (NIST) Robot Evaluation Exercise – These FSE’s are designed to provide robotic manufacturers realistic urban search and rescue environments to test and evaluate prototype robots.

  • Emergency Response Product Technical Assistance – These FSE’s are designed for manufacturers of emergency response products to provide their research and development department a realistic urban search and rescue environment to test and evaluate prototype equipment.

Full Scale Exercises can be conducted at your agency or jurisdiction or at Disaster City®, located in College Station, Texas. Disaster City® is a 52-acre urban search and rescue training facility and delivers the full array of skills and techniques needed by today’s US&R teams and emergency responders.

TEEX’s USAR training features instructors who have responded to some of the largest disasters on record, including the 9/11 World Trade Center attacks, the space shuttle Columbia incident and Hurricane Katrina.

TEEX is the sponsoring agency for Texas Task Force 1, one of 28 national urban search and rescue teams under FEMA and is Texas’ only Type 1 statewide team under direction of the Governor’s Division of Emergency Management. Texas Task Force 1 also includes one of the country’s most extensive water rescue programs.
