Course Description
MGT313 - Incident Management/Unified Command for All-Hazards Expanding and Complex Incidents (ICS 300) - 20.00 Hours
Prerequisites
Registration for the face to face component occurs concurrently with the registration for the online course component. Enrollment for the face to face component of this course is contingent on participants’ successful completion of the online portion of the course. No substitutions for this requirement will be accepted.In addition, in order to be prepared for this intermediate-level (ICS-300 equivalent) course, and as required in order to fulfill the U.S. DHS NIMS/ICS training requirements, all attendees should have completed all required NIMS/ICS training IS-200: Basic ICS, or equivalent training prior to enrolling in this training.
Description
This 20 hour blended learning course incorporates Web-Based Training (WBT) and Instructor-Led Training (ILT) to develop emergency response supervisors and mid-toupper- level managers. The course provides participants opportunities to hone skills necessary to effectively plan for and manage a large-scale incident by applying and implementing an all-hazards, multi-disciplinary, command and management team approach as described in the National Incident Management System’s (NIMS) Incident Command System (ICS) and multi-agency coordination systems. The course provides specific emphasis on incident action planning and resource management processes. The course is divided into two parts. This course design document outlines the second part of the course which is an ILT course that uses an interactive, scenario-based training design.
This portion of the course can be delivered in a face-to-face and/or using a distributed, Virtual Learning Environment (VLE) format. This section of the course provides participants a conceptual framework through facilitated discussions with subject matter experts in which each of the fundamental ICS planning and resource management concepts are amplified. The participants are allowed to immediately apply their newly gained knowledge and concepts through scenario-based activities. Through this process, participants are able to experience the incident action planning and resource management processes in a controlled setting. The structure of this component provides participants opportunities to reinforce and apply the principles and concepts of the ICS in context. This section includes a practical application scenario-based role-play exercise that is customized to the community in which the course is delivered.

Audience
To reinforce the multi-discipline team approach, the target audience should include a balanced combination of personnel from local agencies including, at the minimum, representatives from: fire services, law enforcement, emergency medical services/hospital, public health, public works, and emergency management organizations. Additionally, jurisdictions are strongly encouraged to send representatives from local hazardous materials response, rescue, emergency communications organizations, and other governmental and quasi governmental agencies and organizations such as school systems and the National Guard. Personnel from other city, county, state, non-governmental, private industry, and federal emergency response agencies as well as representatives from higher education institutions that are located within or support the jurisdiction may also attend the course.
